The most likely relationship if this is connected to the past CA, is that of a paraneoplastic syndrome that affects the pontocerebellar region and causes swallowing impairment - not pharyngeal but cranial nerve impairment. Is his dyarthria ataxic? Any gait abnormalities, cerebellar signs, eye signs?
