[Dysphagia] Brainstem CVA

I have a patient 2 years post brainstem stroke. He has resulting paralysis, dyspagia (PEG), aphonia and possible laryngeal spasms. He can volitionally produce a laugh but no other voicing and his swallow is absent/severely delayed. Oral motor movements are limited to mouth opening and lip retraction. Minimal tongue movement. He has had e-stim in the past. Does anyone have ideas on therapeutic techniques to assist this patient in achieving phonation or increased swallow initiation. I'm referring to the ENT to assess vocal cord function.
