After reading the entire presentation, I believe it is summed up in the slide quoted below:

Current Clinical Notion
  ?The thicker the liquid, the safer the swallow?
  *Not true in patients who aspirate thick liquids ? worse health outcomes.
  (The slide contains a large "Caution" sign in the center.)
   
  Patients do aspirate thick liquids, especially the thickest, and the "worse health outcomes" were given as dehydration and pneumonia as diagnosed by attending physicians. This has been known for decades and the reasons for such interventions as the Frazier Water Protocol.
